Partnership Agreement for the Development Framework 2021-2027

The Partnership Agreement for the Development Framework 2021-2027 constitutes the main strategic plan for growth in Greece with the contribution of significant resources, about €26,2 billion, originating from the European Structural and Investment Funds of the European Union.

The Agreement lays out the strategy and investment priorities to be addressed via the Cohesion policy funds and the European Maritime Fisheries and Aquaculture Fund. These funds will support key EU priorities such as the green and digital transition and will contribute to develop a competitive, innovative and export-oriented growth model for the country.

Priority will be given to strategic investments in both infrastructure and soft measures related to digitalization of companies and public services and the upgrade of digital skills across the population. More than 38% of the ERDF funds will support research, innovation and development of small and medium-sized enterprises, based on a new and improved national/regional smart specialization strategy.

In total, the Partnership Agreement comprises 22 programmes: 13 regional and 9 national. For further information visit Open Data Platform .

HELLENIC FOUNDATION FOR RESEARCH & INNOVATION (H.F.R.I.)

The Hellenic Foundation for Research & Innovation supports unrestricted research (the systematic inquiry born of scientific curiosity) and new researchers by providing scholarships for doctoral candidates, as well as research projects for post-doctoral students, Researchers and Faculty Members.

In order to achieve its goals, the Foundation:

  • Grants scholarships for doctoral dissertations and post-doctoral studies.
  • Funds high quality research projects in which post-graduate students, researchers and faculty members are principal investigators.
  • Finances the acquisition of research equipment
  • Enables Universities, TEIs, research and technology stakeholders, to access innovative research program financing.
  • Supports the creation and operation of start-ups in order to utilize research results.

GREECE 2.0: NATIONAL RECOVERY AND RESILIENCE PLAN

The Plan was adopted on July 13, 2021 by the Council of the European Union, amounting €30.5 billion, while on December 8, 2023, its revision was approved, concerning mainly new investments and reforms under REPowerEU as well as expanding the existing loan program. The revised Plan amounts to €35.95 billion. It includes 103 investmentsand 76 reforms, structured around four pillars, including the new REPowerEU chapter: Green Transition, Digital Transformation, Employment-Skills-Social Cohesion, Private Investments and Transformation of the Economy. Its resources are channeled into grants and loans and is expected to mobilize over €60 billion of total investment in the country by the end of 2026, when all projects should have been implemented.

National Development Program (NDP) 2021-2025

The National Development Program (NDP) is based on a country development plan for productive restructuring, balanced regional development and social cohesion. Additionally, it sets the objectives of the national medium-term development planning, with the utilization of the national resources of the Public Investments Program for a five-year period.

The NDP consists of Sectoral and Regional Development Programs, drafted by central and regional authorities. They include the objectives of the medium-term development planning in the area of responsibility of the respective body.

The development goals of NPD 2021-2025 are structured around five pillars:

  • Smart Growth: research and technological development, innovation and entrepreneurship, digital transformation.
  • Green Growth: transition to a circular economy, environmental protection, addressing climate change.
  • Social Development: health and sports, employment, education, and social cohesion.
  • Infrastructure Development: networks, transport, supply chain.
  • Global Engagement: culture, tourism, agri-food, industry.
Green Fund (Prasino Tameio)

The “Green Fund” is a Greek Public Legal Entity, associated to the Ministry of Environment, which was founded in 2010 for the distribution of funds (coming from environmental taxes, fees for environmental damage, etc.) to targeted environmental restoration and conservation programs, set up by the Ministry of Environment and implemented by other ministries and subordinated bodies, local authorities, legal entities, non-governmental organizations, universities, research institutes and other stakeholders of the public sector. The overall aim of the legal entity is to enhance development by protecting the environment.



Research Funding Program

The Special Account for Research Funds, supporting and implementing the research policy of the University of Crete, finances research and development actions within the framework of the Research Funding Program established by the Research Committee.
